在中国历史上的208位皇帝之中，乾隆（刘永 饰）89岁最寿，而这位自称“十全老人”的皇帝生性风流，喜好与大臣逗趣。主持编撰《四库全书》的刘墉（李昆 饰）机智过人，频频用连珠妙语解开乾隆的刁钻问题。乾隆、刘墉与鄂容安一行微服下扬州，一路上，鄂容安怂恿乾隆与刘墉对赌，后者巧舌如簧令皇帝无法得胜，恰巧扬州八怪之一郑板桥（岳华 饰）拒绝为皇帝作画，乾隆遂难为刘墉取得郑板桥墨宝，不想刘墉再次得手。乾隆与鄂容安独自出行，于路为歌女大凤（惠英红 饰）解围后又巧遇神算子，种种奇遇之后，乾隆又得到了难为刘墉的新办法……。故事讲述成为了罪犯的哥哥葛城勇吾以及成为了警视厅搜查一课刑警的弟弟圭吾。弟弟因在杀人未遂事件中被测出了与嫌疑人的DNA跟自己完全一样而遭到逮捕。此时他想起了在20年前因被诱拐而下落不明的双胞胎哥哥。。Comedy series about the lives and loves of a group of quirky 16-year-old girls.
