In his starring debut Roy gets elected to congress in order to bring water to the ranchers in his district. In Washington he learns he needs the backing of a key congressman and gets that man to go west for an inspection trip. When the Congressman is initally unimpressed, Roy gets the inspection party stranded without water to show the true conditions.。本次剧场版为根据之前TV版再剪辑，由富野制作人重新编写台词让对白更方便理解，并追加全新画面（这次新画面不多，主要是修改对白），预计全5部欢迎之前看过/没看懂/没看过的朋友们都来看一下本次的新编辑剧场版，观感真的十分完美。
